National Digital Preservation Initiatives: An Overview of Developments in Australia, France, The Netherlands, and the United Kingdom and of Related International Activity, Council on Library and Information Resources
Commissioned for and sponsored by the National Digital Information Infrastructure and Preservation Program, Library of Congress, this report provides an overview of selected key national and multinational initiatives in digital preservation occurring outside North America. It examines digital preservation initiatives in four countriesAustralia, France, The Netherlands, and the United Kingdomas well as related multinational initiatives. The initiatives were chosen in consultation with the U.S. Library of Congress (LC) and the Council on Library and Information Resources (CLIR) because they were believed to be of particular relevance and interest to the U.S. National Digital Information Infrastructure and Preservation Program (NDIIPP)...This study aims to put these initiatives into their national and international context and to outline major developments. It presents the key findings from the survey and details of the main initiatives in each country."

Promoting Access to Public Research Data for Scientific, Economic and Social Development, Final Report, OECD Follow Up Group on Issues of Access to Publicly Funded Research Data, Organization of Economic Cooperation and Development
"The findings and recommendations presented here are based on the central principle that publicly funded research data should be openly available to the maximum extent possible. Availability should be subject only to national security restrictions; protection of confidentiality and privacy; intellectual property rights; and time-limited exclusive use by principal investigators. Publicly funded research data are a public good, produced in the public interest. As such they should remain in the public realm. This does not preclude the subsequent commercialization of research results in patents and copyrights, or of the data themselves in databases, but it does mean that a copy of the data must be maintained and made openly accessible. Implicitly or explicitly, this principle is recognized by many of the world's leading scientific institutions, organizations, and agencies. Expanding the adoption of this principle to national and international stages will enable researchers, empower citizens and convey tremendous scientific, economic, and social benefits."
"The case studies and other research conducted for this report suggest that concrete, beneficial actions can be taken by the different actors involved in making possible access to, and sharing of, publicly funded research data. This includes the OECD as an international organization with credibility and stature in the science policy area."

Defining Evaluation Methodologies for Terabyte-Scale Collections, a workshop at SIGIR 2003, 1 August 2003, Toronto, Ontario, Canada.
"The goal of this workshop is to develop an evaluation methodology for terabyte-scale document collections. In particular, we will assume the existence of a collection of several hundred million web pages, and investigate methods for reliably evaluating retrieval tasks on such a collection. Search tasks currently evaluated using large web collections, such as known-item and high-precision searching, focus on the needs of the common web searcher but also arise from our inability to measure recall on very large collections. Good estimates of the total set of relevant documents are critical to the reliability and reusability of test collections as we now use them, but it would take hundreds of different systems, hundreds of relevance assessors, and years of effort to produce a terabyte-sized collection with completeness of judgments comparable to a typical TREC collection. Hence, new evaluation methodologies and ways of building test collections are needed to scale retrieval experiments to the next level."
