Acquiring Copyright Permission to Digitize and Provide Open Access to Books, by Denise Troll Covey October, 2005. Published by the Council on Library and Information Resources and Digital Library Federation (CLIR Pub 134).
From the abstract to the report: "What are the stumbling blocks to digitization? Is copyright law a major barrier? Is it easier to negotiate with some types of publishers than with others? To what extent does the age of the material influence permission decisions? This report, by Denise Troll Covey, principal librarian for special projects at Carnegie Mellon University, responds to many of these questions."

Open Access Citation Information, Rachel Hardy, Charles Oppenheim, Tim Brody, and Steve Hitchcock, 2005.
"A primary objective of this research is to identify a framework for universal citation services for open access (OA) materials, an ideal structure for the collection and distribution of citation information and the main requirements of such services."
"The work led to a recommended proposal that focuses on:
"The aim of the proposal is to increase the exposure of open access materials and their references to indexing services, and to motivate new services by reducing setup costs. A combination of distributed and automated tools, with some additional effort by authors, can be used to provide more accurate, more comprehensive (and potentially free) citation indices than currently exist."

Urgent Action Needed to Preserve Scholarly Electronic Journals, Edited by Donald J. Waters Program Officer The Andrew W. Mellon Foundation October 15, 2005.
Excerpt from the paper: "Digital preservation represents one of the grand challenges facing higher education. In field after field, research and teaching are generating data, reports, publications, teaching materials, and other forms of scholarly communication in digital formats. Research and teaching are also increasingly dependent on data mining tools and other computer-based techniques that require the long-term persistence of these various forms of digital information to advance knowledge. Yet as the creation and use of digital information accelerate, responsibility for preservation is diffuse, and the responsible parties scholars, university and college administrators, research and academic libraries, and publishers have been slow to identify and invest in the necessary infrastructure to ensure that the published scholarly record represented in electronic formats remains intact over the long-term."
