From the Executive Summary: "Since its creation more than 200 years ago, the U.S. patent system has played an important role in stimulating technological innovation by providing legal protection to inventions of every description and by disseminating useful information about them....Continuing high rates of innovation suggest that the patent system is working well and does not need fundamental changes. We generally agree with that conclusion, but it is clear that both economic and legal changes are putting new strains on the system....In light of these strains, now is an opportune time to examine the system's performance and consider how it can continue to reinvent itself."

Survey of the State of Audio Collections in Academic Libraries, pub128, by Abby Smith, David Randal Allen, and Karen Allen, published by the Council on Library and Information Resources, August 2004, ISBN 1-932326-11-1.
"Abstract: This report contains a survey undertaken in 2003 by CLIR to study the state of audio recordings in academic libraries. One purpose of the survey was to inform decision makers in those libraries, as well as in funding agencies, about the scale and extent of barriers to preservation and access. Another purpose was to elicit information that would help the participating libraries assess their own readiness to preserve and provide access to their recorded-sound collections. We also hoped that survey findings would help library leaders and funders determine how best to allocate preservation funds and thereby help ensure access to historically important sound recordings. Finally, the survey was designed to raise awareness within the larger research and funding communities of the value of audio collections and to encourage institutions with important audio holdings to seek support for their collections."

Implementing Preservation Repositories For Digital Materials: Current Practice And Emerging Trends In The Cultural Heritage Community, A Report by the PREMIS Working Group, September 2004 (PREMIS—Preservation Metadata: Implementation Strategies, a Working Group Jointly Sponsored By OCLC and RLG).
"Abstract: In Winter 2003-2004, the PREMIS working group conducted a survey aimed at gathering information on key aspects of planned and existing preservation repositories for digital materials. Survey questions touched on a variety of areas, such as mission, funding, preservation strategy, and access policies, but with an overarching focus on current practice for managing preservation metadata in digital archiving systems. Survey responses were received from nearly fifty institutions located in thirteen countries, and included libraries, archives, museums, and other institutions. Analysis of the responses suggests that the digital preservation community is beginning to coalesce around several emerging trends in the use and management of preservation metadata, which are enumerated and discussed at the conclusion of the report."

Announced by Maggie Jones, Executive Secretary, Digital Preservation Coalition: "The DPC has commissioned Duncan Simpson to compile a Directory of Digital Repositories and Services in the UK, intended to provide a source of guidance and information to organisations needing information relating to their own digital preservation storage needs and/or needing information about what repositories and services exist....Although designed for UK organisations, the services included are not restricted to UK based institutions if the services are available in the UK but entries have been limited, for the time being at least, to anglophone services. We intend to update the Directory as more repositories and services become available."

Contracting Out for Digital Preservation Services, Digital Preservation Coalition, October 2004.
Announced by Maggie Jones, Executive Secretary, Digital Preservation Coalition: "The DPC has a new guidance leaflet on Contracting Out for Digital Preservation Services. This is intended to complement the recently announced Directory of Digital Preservation Repositories and Services in the UK....Contracting out digital preservation services could be an attractive option, particularly for smaller organisations who lack the infrastructure to enable this to be undertaken in house. However it can be a hazardous undertaking without careful planning. The Guidance leaflet on contracting out is intended to provide a source of practical guidance and a checklist of issues to consider before drawing up a service contract."

It describes the licensing regime in place to protect the creators and publishers of the data, and provides a case study of actions taken to stop unlicensed re-publication of data by a third party. It concludes that clarity is essential in the protection of intellectual property rights and that effort taken at an early stage will be rewarded in the long term."

Delivery, Management and Access Model for E-prints and Open Access Journals within Further and Higher Education, A joint report by The Electronic Publishing Innovation Centre (EPIC) in partnership with Key Perspectives Limited, commissioned by JISC's Journals Working Group (JWG) and funded by the JISC Integrated Information Environment committee (JIIE), 2004.
Announced 5 October 2004 by Rachel Bruce, Joint Information Systems Committee - "[This report] looks at ways in which the delivery, management and access of e-prints and open access journals might be provided. The report therefore offers a view of different models that might support the newly emerging open access environment. The study looks into three possible models of open access provision in the UK—centralised, distributed and harvesting—examining the pros and cons of each. It sets out a rationale for any new work undertaken in the area, with detail and emphasis on three specific themes: technical issues, preservation of research and political and cultural factors that need to be considered. The JISC is considering the findings of the report and will feed these into on-going planning to provide a more seamless and richer information environment."

The new ERIC online system, released September 2004, provides the public with a centralized ERIC Web site for searching the ERIC bibliographic database of more than 1.1 million citations going back to 1966.
