DIGITAL LIBRARY OR INFORMATION SCIENCE & TECHNOLOGY

IN DEVELOPING COUNTRIES

 

 

The American Society for Information Science (ASIS), International

Information Issues Special Interest Group, is holding a competition for

papers to be submitted for the Annual Conference in Chicago, IL, 13-16

November 2000. 

 

The theme is:

"Practical collaborative applications of digital library or information

science and technology in advancing communications, information and

knowledge in the developing world."

 

The paper topic could be at the country or regional level, and could include

projects supported by government, non government organizations,

international organizations, professional associations and/or academic

institutions.  Papers could present practical experiences in areas such as,

but not limited to, the following: development of electronic resources

across networks, cooperative projects to avoid duplication of efforts,

sharing of resources between information institutions and providers,

bringing access to information to distant and disadvantaged communities.

 

There will be six winners.  Winners will be selected by a panel of judges,

consisting of Dr. Trudi Bellardo, Hahn, University of Maryland; Dr. Ben-Ami

Lipetz, State University of  New York at Albany; and Dr. Bahaa El Hadidy,

Professor Emeritus, University of South Florida. The prize for each winner

is a two-year individual membership in ASIS.  In the case of multiple

authors, the principal author will be awarded the ASIS membership.

 

Paper presentation

Winning papers will be presented at a Conference Session, moderated by

Nathalie Leroy, Dag Hammarskjold Library, United Nations. Discussion leader

will be Ms Sylvia Piggott, of the Joint World Bank-International Monetary

Fund Library, Washington, D.C. If winners cannot attend the Conference,

their paper will be read on their behalf by an ASIS member.

 

Other publishing opportunities

Submitted papers will be considered for posting on the SIG III web site as

pre-publications.  In addition they will also be considered for inclusion in

the ASIS Bulletin, based on the decision of Editor-in-Chief, Irene Travis,

Ph.D. Papers will also be reviewed for inclusion in a special issue of the

International Information and Library Review, subject to the usual peer

refereeing process.

 

Information for authors

Only papers by a principal author who is a citizen of a developing country

are eligible. The papers should be original, unpublished, and in English. We

encourage submissions from librarians, information and network specialists,

and educators involved in the creation, representation, maintenance,

exchange, discovery, delivery, and use of digital information.

 

ASIS Copyright Policy

ASIS will have the non-exclusive right to publish any of the papers

submitted on its web site or in print, with ownership and all other rights

remaining with the author.

 

Deadline for submission of full papers

Authors are invited to submit manuscripts, not to exceed 6000 words, by

August 31, 2000.

          1. Survey of secondary school library users

         

          The findings of this report will be of interest to school

          librarians and teacher-librarians who are developing services,

          and to all secondary school managers who want their school

          library to contribute more to the teaching/learning process.

          Issues investigated were: access to the library; library services

          used, and frequency of use; use related to the school curriculum;

          reading for pleasure; success in finding books and information;

          use of automated information sources; the role of library staff,

          including induction training; use of school and public libraries,

          and books in the home.

         

          2. Average prices of British academic books: January to June 1999

         

          The report continues the statistics of British academic book

          prices derived from the Blackwell's (UK) primary subject coverage

          database, which began with a base of July to December 1984.

         

          3. Average prices of USA academic books: January to June 1999

         

          The report uses data supplied by Blackwell's (NA) from their

          primary subject coverage database and provides statistics on the

          average price of USA academic books.

     READINESS: Research and development in networking subject services

     This two year project investigated the needs and procedures for the

     development of networked subject based services by UK public

     libraries. The objectives of the project were to research the content

     requirements and the technical delivery options, the management

     structures for collaborative development, issues of implementation,

     and the potential for future funding, of electronic services delivered

     from public libraries on a national scale. READINESS provides an

     essential and timely understanding of ways in which this pattern of

     work on a national scale can be effective to develop future

     Outsourcing book selection: supplier selection in public libraries by

     This research project investigated how the selection of books for

     public libraries by suppliers rather than library staff might bring

     benefits in terms of financial advantage, better use of staff through

     work redeployment and more rapid supply. Two pilot schemes were

     examined in Westminster and Hertfordshire. They demonstrated the

     critical importance of appropriate electronic data transfer

     arrangements (not available in the pilot schemes). The report

     discusses supplier charges and provides a costing model. The report

     concludes that supplier selection is practicable but requires good

     planning and written stock management and selection policies. Access

     to library catalogues and location records by suppliers is essential.

     A concept-based method for automatic abstracting

     Automatic abstracting operates by taking a source text in electronic

     form, processing it in order to identify the most important ideas

     discussed in the text, and organising the selected material to produce

     a running text which, hopefully, expresses the essence of the source

     text in a concise form. With the Concept-based Abstracting (CBA)

     approach, abstracts are produced in three stages: (i) selection from

     the text of a collection of strings which may contain key ideas; (ii)

     selection from among these candidate strings of specific names which

     are associated with relevant semantic roles; and (iii) generation of

     an abstract containing all the selected concept names.

     Getting information to vocational trainees

     The aim of the GIVTS project was to investigate the feasibility and

     effectiveness of information services targeted at vocational trainees. The

     objectives were: 1) to determine the critical success factors for the

     design of information services for vocational trainees which would enhance

     implementation of research findings and clinical effectiveness among this

     particular group of junior doctors; 2) to investigate how electronic

     sources should be used to deliver such services. 3) to establish a

     cost-benefit framework and performance/outcome indicators for such benefits

     Developing research in public libraries

     The specific areas of public library research addressed by this

     project were: developing research expertise, encouraging practitioners

     to undertake and act on research and to develop effective

     dissemination channels for research. The project also aimed to develop

     a long-term strategy to ensure that research expertise and

     dissemination methods developed could continue beyond the end of the

     project. Following an introductory first section, the report's three

     remaining sections outline the project's meeting of its objectives as

     follows: Section 2 Education and training; Section 3 The climate of

     research; Section 4 The way forward. Future options for the

     This is the tenth report in the annual LISU series of surveys of

     library provision to schools and children, which began with a survey

     of services in England and Wales in 1989-90. It has since expanded to

     cover the whole UK, and now includes valuable summaries of recent

     trends in both provision and use. The report covers both public

     library services to children and the support provided by local

     authorities to schools via the schools library service. It gives

     details for individual authorities as well as sector totals and

     overall estimates of provision, covering staffing levels, service

     provision, resources and expenditure in both services. For schools

     library services there is additional detail on organisation and

     management structures, and the extent of service take-up. There is a

     comprehensive summary of trends in the main areas, and several

     appendices giving data on populations, comments on staffing, copies of

Reference Linking Service to Aid Scientists Conducting Online

Research: Scientific and Scholarly Publishers Collaborate to Offer

Ground-Breaking Initiative

 

New York, N.Y., November 16, 1999. Twelve leading scientific and

scholarly publishers announced today that they are collaborating on an

innovative, market-driven reference-linking initiative that will

change the way scientists use the Internet to conduct online research.

The reference-linking service represents an unprecedented, cooperative

effort among Academic Press, a Harcourt Science and Technology

Company; American Association for the Advancement of Science (the

publisher of _Science_); American Institute of Physics (AIP);

Association for Computing Machinery (ACM); Blackwell Science; Elsevier

Science; The Institute of Electrical and Electronics Engineers, Inc.

(IEEE); Kluwer Academic Publishers (a Wolters Kluwer Company); _Nature_;

Oxford University Press; Springer-Verlag; and John Wiley & Sons, Inc.

 

It is expected to launch during the first quarter of 2000. Researchers

will be able to move easily from a reference in a journal article to

the content of a cited journal article, typically located on a

different server and published by a different publisher. At the

outset, approximately three million articles across thousands of

journals will be linked through this service, and more than half a

million more articles will be linked each year thereafter. This will

enhance the efficiency of browsing and reading the primary scientific

and scholarly literature.

 

Such linking will enable readers to gain  access to logically related

articles with one or two clicks -- an objective widely accepted among

researchers as a natural and necessary part of scientific and scholarly

publishing in the digital age. The reference-linking service will be run

from a central facility which  will be managed by an elected Board and

will operate in cooperation with the International Digital Object

Identifier (DOI) Foundation. It will contain a limited set of metadata,

allowing the journal content and links to remain distributed at

publishers

sites. Each publisher will set its own access standards, determining

what

content is available to the researcher following a link (such as access

to the

abstract or to the full text of an article, by subscription, document

delivery, or pay-per-view, etc.). The service is being organized as a

not-for-profit entity to safeguard the independence of each

participating publisher to set their own access standards and

conditions.

 

The service, which is based on a prototype developed by Wiley and

Academic Press, was developed in cooperation with the International

DOI Foundation and builds on work by the Association of American

Publishers and the Corporation for National Research Initiatives. It

takes advantage of the DOI standard and other World Wide Web standards

and Internet technology. By taking a standards-based approach the

international initiative is confident that the sophisticated demands

of the readers of scientific and scholarly journals for linking of

references can be implemented broadly and rapidly.

 

Representatives of the participating publishers and the International

DOI Foundation are in active discussions with other scientific and

scholarly primary journal publishers to make this a broad-based,

industry-wide initiative. Through the reference-linking service

publishers will have an easy, efficient and scalable means to add

links to their online journals.
