This journal, up to Vol. 38 fasc. 4, has been published by Pergamon under the editorship of Professor Raymond J. Wegmann of the Institut d'Histochimie Medicale de l'Universite Pierre et Marie Curie in Paris. It now appears that there is a dispute between Prof. Wegmann and Pergamon as to who actually owns the journal. While I have seen Prof. Wegmann's argument for claiming ownership, I haven't seen Pergamon's so I will not discuss that question any further at this time. The point is that the conflict may result in libraries receiving a Vol. 38, fasc. 5 from Pergamon and a Vol. 38, fasc. 5/6 from Prof. Wegmann. Fasc. 5/6 is scheduled to be mailed to subscribers tomorrow from Paris. I do not know when, or if, Pergamon plans to mail its fasc. 5. The problems for libraries, I think, are obvious. Until the dispute is resolved they cannot ascertain which of the issues they receive from now on are legitimate. Moreover, because Prof. Wegmann's list of subscribers may not be complete, he may not know about libraries which, he believes, are legitimately entitled to receive the issues which he publishes from now on and for which they have already paid as part of their 1992 subscription. Finally, and more important, libraries need to be especially cautious about how they re-subscribe to this journal for the 1993 and subsequent years. Paying the wrong publisher may cause them to lose a substantial amount of money. If your library subscribes to this journal I urge that you review the status of your subscription immediately, and make plans with your subscription agent, if you use one, to prevent from being caught on the wrong side of this fence when the smoke clears out. It appeared in the last issue before the long ALA hiatus, so I'm assuming that's why no one responded. My original question was whether acquisitions folks in other libraries had any responsibility for the acquisitions-like functions of the GPO depository program. Here at OSL, we're going through "down-sizing" and consequently reorganizing, and we no longer have a full-time Documents Librarian. So far, I find that I'm actually more involved with non-depository (aka fugitive) federal documents, which we now treat like any other unsolicited gifts. I'm enthusiastic about this, because it helps break down the barriers between what many perceived as Documents (panic!) and the Real Library Stuff. We are currently working on a large de-selection from our GPO depository list (with a lot of help from our former Documents Librarian), and I am treating it as much as possible like out major annual serials renewal, which is handled by Acquisitions. I would still like to hear, either directly or via ACQNET, from other acquisitions folks who are involved in the GPO depository program at their libraries. Therefore we are not directly involved in ruble conversion. This is a good question because I wonder how the vendor does it. (5) ----------------------------------------------------------------------- I Date: Wed, 21 Oct 92 15:39:19 EDT From: Scott Wicks (Cornell University) Subject: Springer-Verlag / Landolt-Bornstein / pre-pay discount Today, I received my prepay renewal invoice for Springer-Verlag's _Landolt- Bornstein..._ 1993 volumes (16+/-). The invoice was accompanied by a letter explaining why our former 10% prepay discount would be reduced to 5% (Springer- Verlag has reduced its discount to our vendor by 50%.) On a total renewal projection of $13,082 we could save 5% ($654.10) using our vendor or, according to Eric Kemperman of Springer-Verlag, we could save 10% ($1308.20) were we to deal directly with the publisher. I really hate it when I feel forced (I AM supposed to acquire as efficiently as I can, and that does take into consideration price) to consider breaking long-standing arrangements WHICH! HAVE! WORKED! VERY! WELL! Will it really be worth it to me (oops! I mean will it be worth it to the Library. I have to stop taking this business so personally) to save an additional $654.10? Probably, though these volumes can be a bit tricky to check in--all of those volumes! parts! and subparts! I seem to remember reading of a similar situation which will be affecting our journal subscriptions for Springer-Verlag. I have to wonder what impact their discount reduction to vendors will have on these titles as well. Should we cancel all of our S-V titles with the vendor and incur the expense of updating the order records? This sounds like quite a mess! Will S-V continue this practice of reduced discounts to vendors long enough to justify the work involved in changing our subscription agent? What about the rumors of S-V using a fulfillment center to distribute their issues? Whine! Whine! Whine! I'm sorry. I seem to have lost control for a brief moment. NEWS FLASH!!! I just received a call back from Eric Kemperman. Springer- Verlag has adjusted its prepay quote from $13,082 to $12,210. That $654.10 difference between using a vendor or going direct has just been reduced to $610.50. Remember though, the prepay quote is not a set price. Depending on how the dollar and mark change, there is a final accounting (if the dollar goes up, we get $$ back--yes, it's true!)
