Abstract

One of Egypt's central problems lies in the relation between the increase in population, the expansion of settlements and the loss of arable land. Although the law for conservation of agricultural areas and soil fertility, which prohibits building on arable land still exists, the dynamic of settlement development is so severe that even with enforced measures and restrictions it can't be stopped. The central question of this thesis deals with factors which are responsible for the dynamics of settlement development in the north-western Nile Delta. The development of settlements in this context is seen as a spatial as well as a socio-economic process. These spatial processes were documented for selected areas using remote sensing data (mainly IRS/1D, 1998), GIS analysis and the interpretation of topographic maps for the years 1937 and 1992. The social and economic factors and the arising conflicts between the actors were examined using methods of extensive standardized interrogation as well as interviewing experts. The examination mainly focused on the social changes, working migration, the urbanisation of the rural areas and the development of the real estate market. Although the settlement development in the north-west Nile Delta has been heterogenous a general increase of settlement activity can be observed between 1937 and 1992. Since 1992 there has been a further increase caused by financial projects in the region. The investigation shows that the differing tendencies of settlement development are caused by diverse social and economic factors. The main conflict lies in the discordance of city planning and the development of unplanned cities due to the lack of appropriate control in the informal building sector. To solve these conflicts it is necessary to improve the juristical frame conditions for the building sector and to make sure that those are applied in future. These measures need an updated planning base which can be established using the techniques and methods mentioned above.
