Abstract What are the patterns of debate that influence immigration and asylum policy in Germany? What is the decision-making process at the European level? And under what conditions can the leading governmental party use the European negotiations in order to strengthen its negotiating position within Germany? To address these questions the thesis reconstructs and analyzes the decision-making processes that resulted in a more restrictive interpretation of the German basic right of asylum and the restrictive change of article 16 Fundamental Law. The focus lies on the interdependencies between national and European asylum policy. The author points out how the national actors took strategic advantage of the Europeanization of asylum policy. Background interviews were conducted with important participants in order to create a theoretical-based and well-researched analysis of the actors and decision-making processes in asylum policy. Restricted-access documents on the national and European level complement the broad primary and secondary literature base. The author conceptualizes a complex theoretical model that provides the central categories, main questions, and hypotheses for the examination of political processes. The model is also applicable to other fields of transnational policy. In general, the model should contribute to the identification and analysis of problems that originate in a complex decision-making process. In consequence it should support a better understanding and cooperation in areas of transnational policy.
