Special Issue of PRQ on Grey Literature
The Spring'97 issue of Publishing Research Quarterly (ISSN 1053-8801), a journal produced by Transaction Periodicals Consortium of Rutgers University, will carry in article form, the papers to be presented at the Second U.S. Workshop on Grey Literature (GreyWorks'96).
In effect, this special issue of PRQ, will also serve as the Proceedings for GreyWorks'96. Albert Henderson, Editor of PRQ, has invited Dominic Farace of GreyNet, to guest edit the Spring'97 issue. A copyright agreement has been reached between Transaction Periodicals and TransAtlantic/GreyNet, whereby each author will also maintain use of his/her own work.

The Second U.S. Workshop on Grey Literature - GreyWorks'96, will be held on November 18, 1996 at The Inn and Conference Center University of Maryland University College. This Center is located in College Park, Maryland situated about 20 miles from Union Station in downtown D.C.
The theme for this Workshop is centered on "Information Forecasts and Grey Literature". The eight invited speakers criss-cross both public and private information sectors ranging from research and education to management and exploitation of grey literature. From the Editor's Notebook
Rise of the Grey Phoenix : A review of new forms and exploitations of grey literature - In the field of scientific, technical, and business information a new legend has arisen. Grey literature thought by many to have become almost extinct has witnessed a rebirth. Grey Literature like the phoenix of ancient legend has been enkindled by its own resources.
"New producers and publishers of grey literature have provided us with new forms and types of grey literature. New methods and mediums of storing and distributing grey literature have created new uses for these resources, and in turn, new users are demonstrating their further capabilities.
Government organisations, business and industry, as well as academic institutions have come to view themselves as publishers of grey literature.
Their reports, working papers, and policy statements are no longer available only to a limited few in printed form but are published electronically and available in networked environments for unlimited retrieval. These new resources stored in a host of electronic formats have lured new user groups worldwide, and the exploitation of these resources have not only been made for economic gain, but have greatly contributed to the knowledge base in many fields and disciplines, to the decision making in local and (inter)national government agencies, and in information forecasts for businesses."
The rise of this new grey phoenix has emerged over the past quarter of a century from an uncontrolled mass of information to new meta-information applicable for science and industry. This and other papers at GreyWorks'96 and NLGL'96 will explore these developments and provide paradigms of new grey literature.

NLGL'96 Final Update
The Second Netherlands Symposium on Grey Literature entitled "Grey Literature in Network Environments" will be held on September 13, 1996 in the Aula of the Royal Netherlands Academy of Arts and Sciences in Amsterdam. John MacKenzie-Owen, whom many may recall from his Plenary Address at GL'93, will chair the Panel Discussion and Open Forum. While the original texts of the papers will be in Dutch, it has been recommended that the abstracts of the papers, if not their full text, be translated into English for a broader audience. OSS'96 To Be Held at Tysons Corner
The Fifth International Symposium on "Global Security & Global Competitiveness: Open Source Solutions" will be held at the Sheraton Premiere at Tysons Corner from September 16-18, 1996 in Washington D.C.
This year's focus is on Open Source Intelligence OSINT, including such Professional Themes as:
- Economic and Financial Intelligence
- Military and Coalition Intelligence
- Transnational and Domestic Law Enforcement Intelligence
Among the Technical Themes Covered Include:
- Specific Sources of Public Data Including Commercial Imagery and Signals
- Advanced Discovery, Discrimination, Distillation, and Dissemination Technologies
- Private Sector Intelligence Capabilities and Privatization Opportunities
Author on Grey Literature Awarded FLA
Mrs. Kate Kwafo-Akoto from the National Institute of Development Research and Documentation (NIR) of the University of Botswana was awarded on January 31, 1996 a Fellowship of The Library Association. The Fellowship is the highest professional qualification awarded by the Association and is evidence of the recipient having "achieved a high personal standard of professional competence". Kate is known by many in the field of grey literature. She was both author and presenter at the First (GL'93) and Second (GL'95) International Conferences on Grey Literature held respectively in Amsterdam, The Netherlands and Washington D.C., USA.
On behalf of GreyNet associates, the editor of this newsletter congratulates Kate on the intellectual contributions she has already made, and looks forward to her continued research in this ever expanding field of information science.

Mr. Anthony Anderson from the Government Documents Department at the University of Southern California (USC) visited on June 6, 1996 GreyNet's Office in Amsterdam. Anthony learned of GreyNet's activities via Internet postings on the GOVDOC-Listserv. And now, GreyNet has fortunately come to learn of the work done by Anthony and others like him involved in the field of grey literature. Anthony has put together a number of special bibliographies on issues such as immigration, affirmative action, the 1992 Los Angeles riots, etc.
His work has been summed-up by a journalist, as follows: "Because of one librarian's curiosity and zeal, the Doheny-USC Library has built a special collection that may well be the definitive archive on the 1992 Los Angeles riots - a gold mine of commission reports, media muckraking, political posturing and public outrage that will fuel the research of historians and urban scholars to come".
